The ban applies to all types of procurement and will be valid for two years.
Foreign goods of the furniture and woodworking industries, which customers can not purchase, are listed in a special list. It includes 29 items, including wooden and metal office furniture.
In addition, when purchasing goods from the above list, the customer must require participants to use a plate from Russia or from a member state of the EAEU for the manufacture of plates. These plates are indicated in items 1 and 2 of the list.
The ban on procurement will not affect foreign goods and furniture:
- originating from the EAEU member states;
- corresponding to the requirements for industrial products. Note that the requirement for the place of performance of production operations does not apply;
- made under a special investment contract, subject to certain conditions.
Documents by which the participant can confirm that foreign goods are not subject to prohibition are listed in clauses 2-4 of the government criteria. One of them is a certificate of origin of goods in the form of ST-1.
For a participant who offers domestic goods, it is also better to submit a certificate ST-1 or another document confirming the Russian origin of the goods. With regard to bans on other foreign goods, the courts have developed this approach.
