It is planned to establish an exhaustive list of documents and information that the customer is entitled to require in the procurement documentation for the small and medium-sized businesses
In the list included, in particular, the following documents and information:
- name, address, constituent document, if the bidder is a legal entity;
- Surname, name, patronymic (if available), passport data, address, if the participant is an individual entrepreneur;
- power of attorney, if the representative acts on behalf of the participant of procurement on the basis of such document;
- a decision on the consent for the commission or subsequent approval of a major transaction;
- a document confirming the security of the application;
- proposal regarding the subject of procurement and the price of the contract.
Now each customer decides for himself that he must contain an application. This, as the authors of the project note, sometimes leads to a reduction in the number of participants.
