The Office notes that the customer, when purchasing a licensed type of activity, must establish requirements for the availability of a license in the procurement documentation. It is also necessary to establish requirements for the functional, technical and other characteristics of the procurement object.
And to require a certain period of validity of the license is impossible - the law on the contract system of such right for the customer does not fix. The establishment of a requirement on the validity of a license in the procurement documentation limits competition.

The customer held an auction for the supply of monitors. Restrictions and conditions of admission were established in the purchase. No registry entries were submitted in any of the applications, so the restrictions were not applied.
