Contractors for overhauling houses will be selected according to new rules

Corrected the list of works that can be combined in one procurement, the requirements for participants and determined the cases when it is possible to change the terms of the contract.

1. The Treasury Department will register in the UIS a body that is authorized to maintain a register of qualified contractors. He can initiate pre-selection for the auction and the inclusion of participants in the register of contractors, after identification, authentication and authorization in the system have passed.

2. Preliminary selection of contractors, the operator of the site, at the request of the body that keeps the register, conducts at least once a quarter. The preliminary selection will not take place if the commission for the preliminary selection of applications:

- decided not to include in the register all participants of the preliminary selection;

-included only one participant in the register.

3. In one subject of the auction, you can include different types of work, for example: assessing the technical condition, developing project documentation and the work on capital repair of the common property of apartment buildings. For this purpose, the customer will include in the purchasing documentation:

- initial technical parameters of the facility;

- preliminary volumes and types of work;

- the initial price of the contract, which the customer determines by the estimate documentation.

The cost of each type of work under the overhaul agreement can not exceed the initial price of the contract, which the customer specified in the electronic auction documentation for each type of work.

 You can not combine in one purchase of work on capital repairs of apartment buildings and work on repair and replacement of elevator equipment.

4. The customer in the contract will take into account the possibility to change the terms of performance of the contract, if the contractor for reasons beyond his control is forced to suspend the work, for example, in connection with the start of the heating season.

5. Have reduced the size of the security of the application for participation in the electronic auction. Now it is between 0.5 and 5 percent of the initial price. Previously, the lower security threshold was 1.2 percent.
