Cabinet of ministers proposed to make the transfer of financial messages for the execution of state contracts free of charge

The transfer of financial messages within the framework of the execution of state contracts can become free of charge. The corresponding amendment to the law on the Bank of Russia was sent to the State Duma by the Government of the Russian Federation.

As noted in the explanatory note to the document, which was at the disposal of the "Parliamentary Newspaper", the draft law is intended to promote the implementation of a number of provisions of Articles 5 and 19 of the Federal Law "On the Federal Budget for 2017 and the Planning Period 2018 and 2019".

From these articles it follows that the Cabinet has the right to establish lists of cases of transfer of funds for payment of obligations of companies that arise during the implementation of state contracts.

Adoption of the new regulation will allow the Federal Treasury and its territorial units to transfer information to credit organizations themselves through the system of transfer of financial messages of the Central Bank during operations on treasury security of obligations with bank support of state contracts.
