In a letter prepared by representatives of the antimonopoly authority, it is explained that if, during the execution of the contract, it is established that the procurement participant has ceased to comply with the requirements of art. 31 of Law No. 44-FZ (with the exception of the requirement not to include information about him in the RNP) or has provided false information about his compliance with these requirements, the customer is obliged to make a decision on unilateral refusal from the execution of the contract, as well as send an appropriate request for the inclusion of information about the counterparty in the RNP.

The Ministry of Finance clarified that participants in joint purchases with an unknown volume among small businesses and socially oriented non-profit organizations may be exempt from providing contract security, including cases of anti-dumping measures.

The changes relate to the specifics of maintaining a unified register of SMEs.

The deadline for posting the procurement report from small and medium-sized enterprises (SMEs) for 2024 in the Unified Information System is coming to an end. Despite the absence of changes in the form of the report since last year, it is important to keep in mind the key aspects of its preparation and the specifics of delivery for individual customers.

The amendments will enter into force on January 23, 2025.
