A new procedure for conducting anti-corruption expertise of normative legal acts and draft laws and regulations of the State procurement Committee of the Republic of Tatarstan approved.
This order provides that acts (draft legislation) to carry out anti-corruption expertise sent to the head of the structural unit, on whose initiative was adopted act (responsible for the work of the draft act) official in charge of anti-corruption expertise acts (draft acts) of the State Committee of the Republic of Tatarstan procurement by Order of the Chairman of the State Committee of the Republic of Tatarstan from 05.13.2015 procurement №04-14-56 year .
By this order it is provided that acts (drafts of acts) for carrying out anti-corruption expertise go the head of the structural unit at the initiative of whom the act (the draft of the act, responsible for work) to the official responsible for carrying out anti-corruption expertise of acts (drafts of acts) of the State procurement Committee of the Republic of Tatarstan was adopted.
Anti-corruption expertize of acts (drafts of acts) is carried out according to the Technique of carrying out the anti-corruption examination of regulations and drafts of regulations approved by the resolution of the government of the Russian Federation of 26.02.2010 N 96 "About anti-corruption expertize of regulations and drafts of regulations".
For a possibility of carrying out independent anti-corruption examination of drafts of the regulations affecting the rights, freedoms and duties of the person and the citizen, drafts of acts of the State committee of the Republic of Tatarstan on purchases are posted in the subsection "Independent Anti-corruption Examination of the Regulations and Their Projects Developed by Government Body" of the section "Corruption Counteraction" of the official website of the State committee of the Republic of Tatarstan on purchases. The term of the direction of remarks and offers on the corresponding project makes 30 (thirty) days from the date of placement of the draft of the regulatory legal act on official the site of the State procurement committee of the Republic of Tatarstan.
Anti-corruption expertise of legislation (draft legislation) is carried out in accordance with the Methodology of the anti-corruption expertise of normative legal acts and draft laws and regulations, approved by the Government of the Russian Federation from 26.02.2010 №96 «On anti-corruption expertise of legal acts and draft laws and regulations."
In order to ensure an independent anti-corruption examination of draft laws and regulations affecting the rights, freedoms and duties of man and citizen, draft acts of the State Committee of the Republic of Tatarstan on procurement are placed in the "independent anti-corruption expertise of normative legal acts and their projects developed by public authority" section "Anti-corruption" of the official website of the State Committee of the Republic of Tatarstan procurement. The period to submit comments and proposals to the relevant project is 30 (thirty) days from the date of placement of a draft legal act on the official website of the State procurement Committee of the Republic of Tatarstan.
