Contract managers can only be an employee of the customer

This finding applies not only to contractual control, but also to other members of the service contract. It is based, including on the provisions of the Order of the Ministry of Economic Development of Russia from 29.10.2013 N 631, which approved the Model Regulations (Regulations) of the contracted service.

Recall that according to the provisions of Law N 44-FL contract service shall create only customers, the total annual volume of purchases of more than 100 million rubles. (Part 1, Art. 38 of the aforementioned Act). Others can only assign a contract manager.
