Become effective the protocol to the Agreement about government procurement concluded within the WTO. Even though the agreement is not required for entry and Russia has yet just observer status, of its intention to sign an agreement in the future, Russia has announced the negotiations on accession to the WTO. The agreement clearly defines the procurement procedures, implementing the principles of transparency as well as easy access of the participating countries to the markets of goverment procurement, in particular by providing the behavior of non-discrimination and national treatment.
