Starting from July 1, 2026, purchases under clauses 4 and 5 of Part 1 of Article 93 of Law No. 44-FZ will be conducted in a new register — the Register of Small Procurement Contracts.
Information on such contracts is not published on the official website of the EIC. To work with them, you need to set up access in your personal account correctly.
How do I assign access rights?
This can be done by a user with the authority of "Supervisor" or "Administrator".
Go to the section "Administration" → "Organization users" → "Registered users".
Select the desired employee and click on "User Access Rights".
In the "Working with the Contract Registry" block, assign the right:
"Viewing information and documents about small-scale procurement contracts."
An important point!
Since data on small purchases is not posted on the EIS website, make sure that the user has been cleared:
"Prohibition of access to information from the register of contracts that is not posted on the official website of the Unified Information System"
If this right remains active, the employee will not see the necessary contracts.
What other rights are needed?
To create draft contracts and enter information about execution, modification, and termination, you must assign rights in blocks:
"Conclusion of contracts"
"Working with the contract registry"
"Working with acceptance documents"
"Working with documents of unilateral refusal and claim correspondence"
For signing documents
If the rights involve signing documents in the Unified Information System, it is necessary to issue a machine-readable power of attorney (MCHD) or another document confirming the employee's authority.
More detailed instructions and videos are available in the "User Manuals" section of the UIS Knowledge Base.
