The Government of the Russian Federation has amended Resolution No. 1875, which regulates the national procurement regime under 44-FZ and 223-FZ. The amendments clarify the procedure for obtaining permits from the Ministry of Industry and Trade for the purchase of foreign goods, as well as adjust a number of related restrictions.
The main change is an increase in the cost threshold for purchases that are not subject to import restrictions. Now customers can purchase certain types of goods (with the exception of the established list of items, including software) at a price of up to 300 thousand rubles apiece without the use of prohibitions. Previously, this threshold was 100 thousand rubles.
In addition, a piano has been added to the list of goods with a ban on foreign products. One item from Appendix No. 2 is also excluded.
Most of the changes will take effect from the date of their official publication. The exception is the provisions on the licensing procedure, which will take effect on January 1, 2027.
