The Ministry of Health updates the calculation of the NMCC for the purchase of medical products
The Russian Ministry of Health has prepared a draft order correcting the procedure for determining the initial (maximum) contract price for the purchase of medical products. The changes bring Order No. 450n in line with current legislation.
The project excludes from the scope of the procedure medical devices manufactured according to individual orders of patients for personal use, which are not subject to state registration. For such purchases, the calculation of the NMCC by order No. 450n will not be applied.
The procedure is being brought into line with Government Decree No. 1875 on the national regime. The links to the list of information sources for calculating the NMCC, approved by Government Decree No. 2227-r dated 08/16/2025, are updated. It clarifies that the provisions of the procedure apply, among other things, to medical supplies.
The changes are of a technical nature, and no new methods for calculating NMCC have been introduced.
