The government has tightened the requirements for localization of medical equipment

29 June 2026, Monday

The Government of the Russian Federation has amended Resolution No. 719, which defines the criteria for classifying industrial products as Russian.

The amendments affected a wide range of medical equipment: mammographs, X-ray diagnostic complexes, fluorographs, mobile X-ray machines and flat-panel digital detectors. Localization requirements have been revised for each type of equipment, and a detailed scoring system has been introduced that takes into account the use of Russian components and the implementation of technological operations in Russia. Starting in 2027, the thresholds for mammographs and detectors will increase from 100 to 110 points.

The new requirements will take effect on June 30, 2026. The increased scoring thresholds for certain types of products will become effective on January 1, 2027.
