The Ministry of Finance explained how to calculate the NMCC for mixed purchases under the national regime
The Ministry of Finance issued a letter dated 01/22/2026, in which it answered practical questions from customers on the application of the Decree of the Government of the Russian Federation No. 1875.
Key clarification:
If a single purchase combines goods included in Annexes No. 1 and No. 2 to Resolution No. 1875 (falling under the national regime) and goods, works, and services not listed in these lists, then a special procedure for determining the NMCC applies only to that part of the purchase that relates to goods from the lists. The rules of the national regime do not apply to other positions.
At the same time, these requests should be sent exclusively to the industrial entities, information about which is contained in the GIS, and only in relation to goods actually produced by this entity.
