Report of the Ministry of Finance of Russia: growth of public procurement in the third quarter of 2025

The Ministry of Finance of the Russian Federation has published quarterly monitoring of state and municipal procurement for the third quarter of 2025, reflecting positive dynamics in key indicators.

Main results:

- 163,796 schedule plans worth 15.5 trillion rubles were placed (+20.5% by 2024)

- 1,812,182 purchase notices worth 9.7 trillion rubles were published (+21% in value)

- Purchases for national projects increased by 64.9%

Market trends:

- The electronic auction retains its leadership among the methods of determining suppliers

- Support for SMEs has increased significantly: 1,456,595 contracts worth 4.4 trillion rubles were signed (purchases from small and medium-sized businesses increased by 145.2% in number and 338.5% in volume)

The analysis revealed a significant differentiation in the growth rates of purchases by regions of Russia. A number of subjects of the Russian Federation demonstrate results significantly exceeding the national average.

According to the results of the third quarter of 2025, key leaders in terms of purchases from SMEs were identified:

1. Moscow — 1,762 billion rubles

2. St. Petersburg — 559.1 billion rubles

3. The Republic of Tatarstan — 462.4 billion rubles

4. Moscow region — 309.3 billion rubles

5. Sverdlovsk region — 203.7 billion rubles

Of particular note is our republic, which is not only one of the three leaders in terms of procurement from small and medium-sized businesses, but also demonstrates high efficiency in the use of electronic procedures, which significantly increases the transparency and competitiveness of the procurement process in the region.
