On expanding the list of Russian industrial products
In accordance with Resolution No. 1625 of the Government of the Russian Federation dated October 21, 2025, amendments were made to Resolution No. 719 regulating the criteria for classifying industrial products as manufactured in the territory of the Russian Federation.
Additional categories of goods included in the register of Russian industrial products:
1. Bicycles, including those equipped with internal combustion engines with a displacement not exceeding 50 cubic centimeters;
2. Specialized equipment for the food industry: - slicers; - thermoformers; - tracers (equipment for sealing trays); - continuous-cycle fryers; - breading lines; - labeling machines; - devices for automatic laying of sausage products; - declippers.
Established requirements for localization of production: To be included in the register, manufacturers must ensure that the following conditions are met: - implementation of mandatory technological operations (including bending, welding, assembly processes and other production stages); - availability of rights to design and technological documentation; - compliance with the localization scoring system; - a gradual increase in the share of Russian technological operations (for the production of bicycle vehicles, this figure should be at least 25% from 2026, followed by an increase to 80% by 2030).
The above-mentioned regulations will enter into force on January 1, 2026.
