The rules for the recognition of domestic goods in the field of medicine, electronics and banking equipment will be clarified

9 July 2025, Wednesday

The Russian government plans to change the criteria for classifying medical equipment, television equipment, radio-electronic products, cash terminals and ATMs as domestic products. Drafts of relevant amendments to Government Resolution No. 719 of July 17, 2015 have already been published.

Major changes:

- Medical equipment: it is planned to expand the list of criteria allowing to count products of domestic origin. The rules for functional diagnostics and health monitoring devices are particularly detailed.

- Electronic devices and televisions: there will be clear indicators of production localization and scoring systems, which will allow more Russian manufacturers to get into the state register of the Ministry of Industry and Trade.

- Radio electronic products: expanding the list of components and technological operations that are taken into account when assigning the status of a Russian product. The assessment will now be conducted using a specially designed score scale.

- Cash terminals and ATMs: a new requirement is being introduced — the minimum percentage of points that products must score in order to be considered manufactured in Russia. The list of technological stages of production that affect the final assessment has also been updated.

The public discussion of the projects will end on July 28 (medical products), July 31 (radio electronics) and August 4, 2025 (television equipment and counting equipment).
