New rules for submitting notifications on purchases with a single supplier from July 1, 2025

Starting from July 1, 2025, customers are required to submit notifications on the conclusion of contracts with a single supplier exclusively through the Unified Information System (UIS)

We would like to draw the attention of customers to the fact that from July 1, 2025, legislative amendments will come into force, obliging them to send notifications to the supervisory authority on the conclusion of contracts with a single supplier in accordance with clauses 6, 6.1, 9, 34, 50, Part 1, Article 93 of Law No. 44-FZ exclusively through the Unified Information System (UIS).

The notification must contain a justification for the occurrence of the relevant case and the provisions of Article 93 of Law No. 44-FZ, which were the basis for concluding the contract.

The notice period is no later than the business day following the date of inclusion of information about the conclusion of the contract in the register of contracts.

If the contract is to be included in a separate register of contracts (provided for in Part 7 of Article 103 of Law No. 44-FZ), the customer should send a notification to the relevant control authority no later than one business day following the day of the conclusion of the contract, enclosing a copy of the concluded contract. The information in the notification is the same as in the above cases.

The approval procedure for other paragraphs of Article 93 (for example, paragraphs 1, 2, 25) remains the same.

If the notification is sent without using the Unified Information System or is sent in violation of the established deadline, the customer may be held administratively liable under the Administrative Code of the Russian Federation.
