Deficiencies and irregularities in procurement for federal and regional needs identified by the Russian Treasury
The Russian Treasury has published an Overview of the results of control in the financial and budgetary sphere for the first half of 2024. Section 3 of the Review focuses on deficiencies and irregularities in procurement planning and execution.
During the control, systemic violations and deficiencies were identified:
In 8% of the inspections, violations were committed in determining and justifying the NMCC using disparate information on prices of goods, works and services.
In 17% of cases, regulatory requirements were not taken into account when calculating the weighted average price of medicines, which led to an overestimation of the NMCC.
In 12% of the inspected facilities, customers used only one source of information when justifying the NMCC of medical devices, which contributed to price gouging.
In 16% of cases, prolonged non-use of expensive equipment was detected due to lack of licenses and necessary equipment.
In 7% of inspections, illegal changes to the terms of contracts were recorded, and in 18% — violations of the payment procedure, including delays of up to 96 working days.
In 22% of cases, no liability measures were applied for supplier violations, including delays from 14 to 161 days.
Cases of unjustified use of information from a single supplier to justify contract prices, overestimation of the NMCC for medicines, and payment for incomplete work are systematically identified.
Such violations require increased control and increased responsibility of customers and suppliers in the public procurement system.
