Starting from April 1, 2025, new rules for public procurement will be introduced
Starting from April 1, 2025, important changes in the legislation on public procurement will begin to take effect in Russia. According to the innovations, now all agreements on the modification or termination of contracts concluded through electronic procedures must be executed exclusively in electronic form.
This rule also applies to previously concluded contracts if they were registered in the Unified Information System (UIS), and no agreements were concluded during their execution to change the terms outside the electronic system.
Also, starting from the specified date, all transactions with a single supplier must be concluded in digital format for a number of reasons. In particular, this applies to purchases from institutions or enterprises of the penal correction system (JIS) for the supply of goods, works or services from a special list.
These changes are fixed by Federal Law No. 360-FZ of 07/02/2021 and Federal Law No. 318-FZ of 08/08/2024.
