Ministry of Finance on the rules for exemption from collateral for SMEs in joint purchases under 44-FZ
The Ministry of Finance clarified that participants in joint purchases with an unknown volume among small businesses and socially oriented non-profit organizations may be exempt from providing contract security, including cases of anti-dumping measures.
To do this, the participant must confirm the fulfillment of three contracts within the last three years before submitting the application, provided that there are no fines and penalties (taking into account only their own performance, without succession). The total amount of prices of executed contracts must not be lower than the initial maximum contract price of all contracts within the framework of joint procurement.
