Amendments have been developed to government acts on the issues of classifying software as domestic products

The Ministry of Finance of Russia has proposed changes to the legislation on Russian software

The initiator of the changes was the Ministry of Finance of Russia. Amendments are being made to the Decree of the Government of the Russian Federation:

• dated 16.11.2015 No. 1236, which provides for a ban on the admission of foreign software for public procurement purposes;

• No. 325 dated 23.03.2017, which establishes additional requirements for computer programs and databases, information about which is included in the register of Russian software.

The document suggests:

• specify additional requirements for the software, information about which is included in the Russian software registry;

• include in the registry entry information on compliance with additional requirements, as well as requirements regarding compatibility with at least two operating systems of different copyright holders that have passed the procedure for confirming compliance with additional requirements in accordance with the established procedure.;

• Oblige software copyright holders to update a number of information annually.

Expert organizations certified by the Ministry of Finance of Russia will confirm the compliance of the software with additional requirements. The draft also provides for rules for the certification of industry-specific software testing centers. Some other innovations are also being introduced.
