The Ministry of Finance explained the procedure for making purchases before the end of 2024
It follows from the regulator's letter:
- if it is necessary to purchase goods, works, and services by the end of 2024, if there are requests from customers that such purchases cannot be made due to exceeding the procurement schedule above the limits of budget obligations, the Russian Ministry of Finance considers it possible for the Federal Treasury to recommend that customers make changes to the register of contracts concluded by customers.;
- these actions are carried out by customers under contracts for which there are no grounds for concluding additional agreements to these contracts.
What else do participants in budgetary legal relations have to take into account?
- When the Federal Treasury receives information from customers about changes in contracts, the Russian Ministry of Finance considers it possible to include the changes received for verification in the register of contracts.
- If there are additional agreements to government contracts, making changes to the register of contracts and budget obligations recorded.
