The Ministry of Industry and Trade has developed a new procedure for issuing permits for the purchase of industrial goods originating from a foreign country
The document is based on paragraph "a" of paragraph 5 of the draft Government decree "On measures to provide national treatment for procurement", which provides for large-scale amendments to domestic procurement legislation.
The current procedure for issuing permits for the purchase of imported goods will become invalid.
The new procedure provides for:
- procedural aspects of the customer's submission of the application, requirements for its registration;
- the nuances of checking the application by the Ministry of Industry and Trade of Russia for the presence of an analogue and the basis for making a decision on its rejection or granting a permit;
- features of appealing decisions of the department.
The interaction between the applicant and the Ministry will be carried out through the GIS.
The validity period of the issued permit will be 18 months. It will apply to only one purchase.
The public discussion of the project will end on December 23, 2024.
If adopted, the new procedure will enter into force on January 1, 2025.
