In 2024, the State Procurement Committee of the Republic of Tatarstan will introduce selective monitoring of purchases for the supply of food products for educational institutions. This was announced today during a press conference on catering in educational institutions of Tatarstan by Deputy Chairman of the State Procurement Committee of the Republic of Tatarstan Iskander Bagautdinov. The speakers at the event were Marina Patyashina, Head of the Department of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan, Alsu Asadullina, Deputy Minister of Education and Science of the Republic of Tatarstan, Niyaz Gazeev, General Director of the Procurement Development Center of the Republic of Tatarstan JSC.
The State Committee of Tatarstan, together with interested departments, has developed a unified product range that allows to form a full-fledged diet, taking into account the specifics of healthcare, education, social services and youth policy institutions. In accordance with the Resolution of the Cabinet of Ministers of the Republic of Tatarstan, the list of food products, which contains 180 items, has been extended to all institutions.
Purchases of dairy products for all socially significant institutions of Tatarstan have been centralized. Purchases of preschool institutions in 10 municipal districts of the republic have been centralized at the level of the State Procurement Committee. The rest of the purchases are carried out by the executive committees of the districts.
"Small purchases are carried out in the Exchange Platform system. At the end of the year, 39,560 trading sessions were held for food products in the amount of more than 816 million rubles. The benefit was received in the amount of more than 138 million rubles. There are 626 accredited food suppliers in the system, of which 90% are representatives of small businesses. Thus, the presented system made it possible to solve the problem of supplying high-quality products for small purchases and at the same time provide access to small businesses," Iskander Bagautdinov stressed.
Since 2021, the State Procurement Committee of the Republic of Tatarstan, together with the Rosselkhoznadzor Administration, has been implementing a pilot project on selective monitoring of purchases for the supply of food products. Violations were found on offers of goods that do not comply with the terms of the contract for 54% of the total number of verified state contracts. Legal assistance has been provided to the customers for all the facts. A full-scale implementation of selective expertise is planned in 2024.
