The Government of the Russian Federation approved the Concept for improving the procurement of goods, works, and services to meet state and municipal small-scale needs for the period until 2027 (hereinafter referred to as the Concept). According to the document, in order to improve the regulation of small purchases, that is, purchases of goods, works and services carried out in a simplified manner from a single counterparty to quickly meet the urgent needs of the customer, it is necessary to perform the following tasks:
- unification of the procedure for conducting small purchases in electronic form;
- creation and maintenance of a unified catalog of goods containing a description of specific goods, as well as the use of a digital passport of industrial products;
- establishment of uniform requirements for the functioning of information systems used for small procurements;
- unification of the amounts and procedure for collecting fees from participants in small purchases;
- determination of cases in which small purchases using paper workflow are allowed;
- extension of control in the field of procurement to such purchases.
The concept provides a list of measures to achieve these tasks.
Federal executive authorities are instructed to be guided by the provisions of the Concept when developing and implementing sectoral strategic planning documents, including government programs. The highest executive bodies of the constituent entities of the Russian Federation and local administrations are recommended to be guided by the provisions of the Concept when developing and implementing regional programs and other documents. The Russian Ministry of Finance, together with interested federal executive authorities, needs to submit to the Government of the Russian Federation a draft action plan for the implementation of the Concept.
