The list of banks authorized to maintain special accounts has been updated
The Government of the Russian Federation has amended the list of banks approved by the Decree of the Government of the Russian Federation dated 07/13/2018 No. 1451-r, to whose accounts funds are deposited intended to secure applications for participation in electronic procurement procedures provided for by Law No. 44-FZ (hereinafter - the List).
The Commercial Bank LOKO-Bank (joint stock company) is included in the specified List.
The new version of the List is valid from February 28, 2024.
Recall that according to Part 4 of Article 44 of Law No. 44-FZ, the provision of an application for participation in a competitive procurement may be provided at the participant's choice in the form of:
- cash;
- an independent guarantee provided for in Article 45 of Law No. 44-FZ.
As follows from sub-paragraph "a" of paragraph 1 of Part 5 of Article 44 of Law No. 44-FZ, if the participant in the electronic procedure has decided to provide security for the application in the form of funds, the specified funds in sufficient amount to secure the application must be deposited by the participant to a bank account opened by the participant in a bank included in the The list.
The requirements for banks in which participants open special accounts for depositing funds supporting applications are set out in paragraph 1 of the Decree of the Government of the Russian Federation dated 12/20/2021 No. 2369.
The requirements for the special account agreement and the procedure for using the participant's existing bank account as a special account are established by Decree of the Government of the Russian Federation No. 626 dated 30.05.2018.
