The requirements for procurement participants are planned to be tightened

A bill has been submitted to the State Duma that will not allow suppliers from the RNP to participate in procurement.

Customers will be obliged to establish a requirement for the absence of a participant in the RNP. To do this, the wording that defines such a requirement as optional will be excluded from Law No. 44-FZ.

Currently, the customer has the right to set the requirement for the absence of a participant in the RNP at its discretion. This allows unscrupulous suppliers to continue to participate in procurement and conclude contracts.

The authors of the bill are confident that such amendments will increase the efficiency of procurement and help develop fair competition. After all, the conclusion of contracts with unscrupulous participants entails risks of non-fulfillment or improper execution of the contract.
