On February 1, the deadline for posting the annual procurement report from SMEs in the Unified Information System under Law 223-FZ expires

Customers, no later than February 1 of the year following the last calendar year, must post information in the EIS on the annual volume of purchases that they are required to make from SMEs.

Individual specific customers included in the list approved by the decree of the Government of the Russian Federation dated 03/21/2016 No. 475-r are required to additionally prepare a separate annual report on the purchase of innovative products, high-tech products, including from SMEs. The specified report is also posted in the EIS no later than February 1. Other customers do not generate such a report.

Recall that the Decree of the Government of the Russian Federation dated 11.12.2014 No. 1352 establishes the specifics of the participation of SMEs in procurement carried out by individual customers, and also approves the Regulation on the specifics of the participation of small and medium-sized businesses in the procurement of goods, works, services by certain types of legal entities, the annual volume of such purchases and the procedure for calculating the specified volume (hereinafter Regulation No. 1352). At the same time, from January 1, 2022, all customers are required to comply with the requirements established in accordance with Regulation No. 1352 under Law No. 223-FZ, with the exception of those who themselves are SMEs.
