The issues of the application of regulations establishing prohibitions and restrictions on admission to public procurement of imported goods are explained
According to experts of the Ministry of Industry and Trade of the Russian Federation, if the provisions of the decree of the Government of the Russian Federation No. 616 dated 30.04.2020 were applied during the procurement, the registry entries of the relevant registers confirming the "Eurasian" origin of the goods offered by the participants should be valid both at the stage of filing an application or at the stage of concluding a contract, in the case of purchase from a single counterparty, and at the stage of execution the contract. In addition, representatives of the ministry note that in order to implement the provisions of the Decree of the Government of the Russian Federation dated 07/10/2019 No. 878, registry entries in the register of radioelectronic products or the Eurasian register of industrial goods must be valid both at the stage of submitting an application by a participant in the procurement and at the stage of contract execution. Similar requirements must be met in order to apply the provisions of the Decree of the Government of the Russian Federation dated 05.02.2015 N 102 in relation to the relevant certificates ST-1.
