New restrictions on the terms of payment of the contract: amendments to Federal Law No. 223 have been submitted to the State

According to Federal Law No. 223, they want to prohibit customers from setting their payment terms under the contract in the procurement regulations (article 1 of the draft).

Everyone will apply the general rule on the deadline — no more than 7 working days from the date of acceptance. The exception is cases when a different deadline has been set in a law or an act of the Government for the needs of the country's defense and security.

It is planned that the innovation will work from the date of publication in the form of a law. The procurement regulations must be brought into line by March 1, 2024 (parts 1 and 2 of Article 2 of the draft).

Purchases that were announced before the date of posting the new provision in the unified information system will be completed according to the old rules. At the same time, the payment term for transactions concluded at such auctions should not exceed 7 working days from the date of acceptance. The exception is cases in the law (part 3 of Article 2 of the draft).
