They plan to simplify public procurement for the right to use programs for electronic computers and databases
Among other things, they want to establish the possibility of conducting an electronic request for quotations without restrictions on volume and price during the purchase, as a result of which they conclude a contract for granting the right to use a program for electronic computers and a database (subparagraph "b" of paragraph 4 of article 1 of the draft).
Customers will be able to make such purchases through the "electronic store" with an initial maximum contract price of no more than 50 million rubles. They will not be taken into account in the annual volume if the total amount does not exceed 200 million rubles. (clause 6, article 1 of the draft).
Innovations can start working on July 1 (clause 1, article 2 of the project). Public discussion of the project will end on January 5.
