In 2023, under a special rule, they want to allow the parties to agree to change the terms of the contract for federal needs on advance payments.
In contracts concluded before January 1, 2023, the advance payment can be set in the amount of 50 to 90% of the contract amount or increased to that amount. To do this, it is necessary to comply with a number of conditions, as well as take into account the features of determining the size of the contract security.
The highest executive bodies of state power of the constituent entities of the Russian Federation, local administrations are planning to give a recommendation to take measures to ensure that advances are included in the contracts being concluded (their adjustment) in the indicated amounts.
Public discussion of the project will end on December 5.
