They want to clarify the procedure for public procurement of domestic software
The Ministry of Digital Development proposed to reject the rest of the applications if at least one has a program that simultaneously (subparagraph "c" of paragraph 1 of the draft amendments):
- responds to the notice;
- meets the additional requirements for programs for an electronic computer and databases, information about which is in the unified register of Russian Software.
Additional requirements are planned to be updated. Thus, software products from the register will be required, in particular, to be compatible with at least 1 central processor from the registers of Russian electronics or manufactured goods (subparagraph "d" of paragraph 1 of the draft amendments).
The amendments may come into force on July 1, 2023. They will apply to purchases that will be announced after this date (clauses 3 and 4 of the draft resolution).
Public discussion of the project will end on December 5.
