The Treasury named the most common mistakes in regional public procurement in the 1st half of 2022

The agency released a review of violations in the financial and budgetary sphere for the 1st half of 2022. Among them are errors in regional procurement.

Most of them were made by customers during the execution of the contract, for example:

- reduced the price of the contract by more than 10%;

- accepted goods, works, services that did not meet the terms of the contract;

- did not hold the counterparty liable for violation of the terms of the contract;

- late to pay for goods, works, services;

- did not use the purchased products for the stated purposes.

 

Note that recently the department also listed the shortcomings in procurement for federal needs for the 1st half of 2022. These include errors due to the use of incorrect price information to determine the initial maximum contract price. To calculate the price using the market analysis method, for example:

- data from unfulfilled contracts (we took information on contracts that, by the time the initial maximum price of the contract was determined, had not been fulfilled or terminated due to the fault of the counterparty);

- information about non-identical or heterogeneous goods compared to those that were planned to be purchased (when calculating the price for the supply of a multifunctional device, requests were sent to organizations that do not supply).

 

Identified violations in the performance of the contract. So, customers accepted and paid for:

- low-quality work (work on applying a flame retardant composition to metal structures did not ensure 100% coverage of the structure, etc.);

- expired consumables (we are talking, in particular, about disinfectants for processing medical equipment).
