Review of new anti-crisis measures for October 22-28.

The President extended for a year some anti-crisis measures in the field of foreign economic activity. Banks were listed, with shares of which it is impossible to make a number of transactions. Anti-crisis measures in the field of foreign economic activity.

The President extended a number of anti-crisis measures in the field of foreign economic activity. Now, until the end of 2023, there are bans and restrictions on the import into or export from the country of certain products and raw materials. Previously, the deadline was set to December 31, 2022.

 

Transactions with bank shares.

The President approved a list of 45 Russian credit institutions. Transactions and operations with shares, as well as shares (deposits) in the authorized capitals of these legal entities, cannot be made until the end of 2022.

 

Exchange differences.

The Ministry of Finance explained how exchange rate differences in 2022-2024 are taken into account when calculating income tax. So, the department noted that the exchange rate difference (both negative and positive) is determined on the last day of the current month.

 

Relaxation in public procurement.

Proposed to extend a number of concessions in public procurement. Among other things, they plan to change the terms of anti-crisis measures on the right of the customer not to establish security for the performance of the contract and warranty obligations. They also want to introduce a new basis for adjusting contracts with a single supplier.

 

Changing the essential terms of contracts.

The government extended for 2023 the procedure for changing the essential terms of a number of contracts that cannot be performed due to circumstances beyond the control of the parties.

 

Payment of taxes and submission of reports by mobilized.

The government granted mobilized deferrals on taxes, fees and contributions, as well as extended the deadlines for filing reports and suspended inspections. The change in terms also applies to organizations in which the mobilized person is the head and at the same time the only participant.

 

Credit holidays for the mobilized.

The Central Bank of the Russian Federation clarified a number of provisions on credit holidays for the mobilized and their families. So, mobilized individual entrepreneurs may demand a grace period not only for consumer, but also for business loans (loans).
