Clarification of the list of quota goods under Federal Law No. 44 and 223.
The lists of products under Laws N 44 and 223 are planned to include, in particular:
- 26.11.22.200 - LEDs, LED modules and their parts. Share since 2023 - 90%;
- 26.40.20.122 - color televisions with a liquid crystal screen, a plasma panel. Share since 2023 - 80%;
- 26.51.63.130 - electricity production or consumption meters. Share since 2023 - 90%;
- 26.60.12.111 - electrocardiographs. The share from 2023 is 60%.
The following may be excluded from the list, for example:
- 26.60.12.131 - magnetic resonance tomographs;
- 28.22.16.110 - elevators.
In a number of positions they want to change the size of quotas. So, for fiber-optic cables made of fibers with individual sheaths, from 2023 it can be 90% instead of 80%.
In public procurement, it was also proposed to expand the list of foreign products with restricted access. They want to include, in particular, panels and other sets of electrical switching or protection equipment for a voltage of not more than 1 kilovolt and more than 1 kilovolt.
The changes are expected to come into effect on January 1, 2023. Public discussion of the project will end on November 1.
