Clarified the procedure for calculating the NMCC and the methodology for making estimates for construction public procurement

On October 15, amendments to the procedure for determining the NMCC in urban planning will come into force. Among other things, we have expanded the list of customers who will use it. Clarified the rules for recalculating the estimated cost of construction, as well as the provisions on the preparation of the draft estimate.

The procedure for determining the NMCC
So, it was established that the procedure for determining the NMCC in urban planning will be used by more customers, for example, a number of state unitary enterprises.
The procedure was allowed to be used when purchasing works on the current repair of buildings, structures, structures, premises in the Russian Federation, if the NMCC is determined by the design and estimate method.
Recalculation of the estimated cost
The specifics of the recalculation of the estimated cost of construction were clarified. So, in order to bring it in line with the price level at the date of the determination of the NMCC, the indices of changes in the estimated cost effective at the date of the determination of the NMCC are used.
The rule applies if the estimated documentation was developed on the basis of the estimated regulatory framework applied at the date of the formation of the NMCC. One of the exceptions is that the documentation was formed using regional documents in the field of pricing and estimated rationing.
In order to bring the cost in line with the price level of a particular construction period, forecasted inflation indices are used. They determined that they should be calculated using formulas.

Draft estimates
In the provisions on the preparation of the draft estimates, among other things, it was settled that complex construction works are calculated in pieces. They also determined that the project should include data on the country of origin of the equipment, if it is subject to accounting as a fixed asset.
Methodology of making estimates and samples of documents
In the methodology of drawing up the estimate of the construction contract, in particular, the rules for its adjustment were clarified due to the rise in the cost of building materials. They were extended to unfulfilled contracts that were concluded before December 31, 2022.
A number of recommended sample documents have been updated to reflect the changes. Among them is a sample of the draft estimate of the contract.
