Is it possible to specify the name of the country of manufacture of the purchased goods in the subject of purchase under Law No. 223-FZ?

The specialists of the Ministry of Finance of the Russian Federation reminded in their letter that the description of the subject of competitive procurement is determined by the customer independently in the documentation on competitive procurement in accordance with the procurement regulations and the requirements of Law No. 223-FZ. At the same time, Federal Law No. 104-FZ of April 16, 2022 "On Amendments to Certain Legislative Acts of the Russian Federation" amended Paragraph 2 of Part 6.1 of Article 3 of Law No. 223-FZ, which excluded the prohibition on specifying the name of the country of origin of the goods in the description of the subject of competitive procurement. These changes came into force on July 1, 2022
