Explained how to publish a notice of non-competitive procurement under 223-FZ

The Ministry of Finance has published a letter explaining how customers under Law No. 223-FZ can place a notice on non-competitive purchases in the EIS.
According to Law No. 223-FZ, customers are required to place a notice and documentation on the purchase in the EIS according to competitive procedures. When purchasing from a supplier, it is necessary to place a notice and documentation in the EIS only if it is provided for in the procurement regulations of the customer (Part 5 of Article 4 of Law No. 223-FZ).
The specialists of the Ministry of Finance explained that if the customer, in addition to purchasing from a supplier, has other non-competitive purchases in the regulations, then the customer decides whether to place a notice on them in the EIS or not. Such a decision should also be fixed in the procurement regulations.
