Rationing
By the end of the year, for a number of customers, the requirements for marginal prices were relaxed as part of the rationing of public procurement.
Conflict of interest
We have published amendments on the settlement of conflicts of interest in public procurement and procurement of certain types of legal entities. We have determined who is taking measures so that a conflict does not arise, and who cannot become a member of the procurement commission.
Independent warranty
Approved the provision on independent guarantees for electronic competitive procurement from MSPs under Law No. 223-FZ. Thus, it defined standard forms of guarantees for securing applications and contracts, as well as additional requirements to them.
Similar forms of guarantees were established to secure applications and contracts under Law No. 44-FZ.
Construction
We have expanded the conditions of construction state contracts, which can be changed due to unforeseen circumstances. We have established the order in which to do this. It was allowed to adjust the essential conditions of state contracts for the repair of federal highways. Regulated the introduction of changes, fixed the procedure of actions of the parties.
National mode
The lists of foreign goods with the conditions of admission to public procurement have been changed. The lists of products No. 1 and 2 have been supplemented. Some of the positions were detailed.
Interdependent persons
Reduced the cases of purchases from interdependent persons without taking into account the Law N 223-FZ.
RNP
The rules for maintaining the RNP and sending data for inclusion in it have been changed according to Law No. 223-FZ. Among other things, they clarified under what circumstances information about the counterparty will not be included in the register.
Offset government contracts
Clarified the specifics of the conclusion of offset contracts. In particular, they reduced the minimum amount of investment. Additional requirements have been determined for the participants of the procurement, based on the results of which such a contract is concluded.
