The Ministry of Finance of Russia will monitor purchases by individual legal entities
The Government of the Russian Federation approved Resolution No. 1338 of July 28, 2022, according to which the Ministry of Finance of the Russian Federation is authorized to:
ensure monitoring of purchases of goods, works, services by certain types of legal entities;
approval of methodological recommendations on the application of methods for determining the initial price of a unit of goods, work, services;
maintaining a list of lending assistance funds that are members of the national guarantee system for supporting small and medium-sized businesses, and its placement on the official website of the Ministry.
At the same time, in accordance with the adopted document, clauses 5.2.29.4 and 5.2.29.5 of the Regulations on the Ministry of Finance of the Russian Federation, according to which the Ministry is authorized to adopt the procedure for approving the use of closed methods for determining suppliers (contractors, performers), as well as the procedure for approving the possibility of concluding a contract with a single supplier (contractor, performer), become invalid.
The resolution will come into force on August 5, 2022.
