Ministry of Finance: there is no need to specify a separate requirement for participants in the notice of public procurement due to sanctions
The Agency clarified that the ban on transactions with participants under sanctions is not among the requirements for suppliers, contractors and performers. Customers already establish that contractors should not have legal restrictions on participation in purchases.
If the participant falls under such restrictions, the customer:
• rejects the application;
• suspends a participant or refuses to enter into a contract with him;
• terminates the transaction.
It is not necessary to indicate in the notification a regulatory act on restrictions and (or) a list of persons in respect of whom they have been established.
Earlier, the Ministry of Finance noted: in the notification, it is necessary to establish a requirement that persons under sanctions cannot be participants in purchases.
