Ministry of Finance: state customers should specify a new unified requirement for participants in the purchase due to sanctions

Since May 3, federal, regional state authorities, local self-government bodies, etc. have been banned, among other things, from making transactions with persons under sanctions.
The Ministry of Finance, in particular, explained: on the basis of paragraph 1 of Part 1 of Article 31 of Law No. 44-FZ, a requirement must be established in the notification that such persons cannot become participants in the procurement. Their list has already been determined by the government.
Compliance with this requirement will be confirmed, for example, by information from the extract of the Unified State Register of Legal Entities or the Unified State Register of Legal Entities (their notarized copies). Such information should be sent by the EP operator as part of the application. The fact that the participant meets this condition will be checked by the procurement commission. She should reject the application if the information about the participant is in the list.
Let's note an example from practice, when the inspectors found a violation in the fact that the customer did not establish the specified requirement in the purchase.
