The resolution on the minimum share of public procurement of domestic goods is proposed to be applied more often

Since the beginning of the year, a decree on the minimum share of purchases of Russian goods and goods from the EAEU countries has been in effect. It is used in purchases with restricted access.
The Ministry of Finance proposed to extend this resolution to all purchases of domestic products, including those supplied or used in the performance of works, the provision of services, in respect of which the government has established such restrictions (p.2 of the draft amendments). According to the authors, the innovation will allow customers to take into account purchases of Russian goods from a single supplier to achieve a minimum share.
The specifics of the definition of the NMCC will be corrected (p. 4 of the draft amendments). So, for its justification by the market method, price requests are planned to be sent not to the subjects of the industrial sphere from the GIS, but to suppliers of goods that are included
in the register of Russian industrial products and (or) the register of radio-electronic products (REP);
to the register of Eurasian industrial products;
in the GIS.
Innovations can start working as early as November 1 (p. 1 of the draft resolution).
The public discussion of the project ends on August 2.
