It will become easier to conduct public procurement: optimization amendments to Law No. 44-FZ have been published

There will be fewer competitive procurement methods. The rules of their conduct will change. The acceptance will be processed mainly in electronic form. The main part of the innovations will work from January 1, but there will be transition periods for some of them. Let's look at the most noticeable changes.
Competitive methods
Purchases can be made in the following ways:
competition (closed, electronic open and closed);
auction (electronic, closed, closed electronic);
electronic request for quotations.
Request for quotations
Customers will still be able to request quotations if the NMCC does not exceed 3 million rubles. At the same time, the limit on the annual volume of purchases by this method will increase to 20% of the CDF. For customers who had less than 500 million rubles last year, the limit will be 100 million rubles. In some cases, these restrictions can be ignored. For example, when purchasing medicines by the decision of the medical commission.
If the NMCC exceeds 1 million rubles, it is necessary to require the application to be secured. Currently, there is no provision for participation in the request for quotations.
Guarantees
To secure contracts and applications, guarantees will be accepted not only by banks, but also by a number of other persons, for example, regional guarantee organizations. Such organizations or banks must fulfill their obligations under guarantees, even if they are excluded from the relevant lists.
Notification and cancellation of the purchase
Main changes:
in most cases, the notification is the main document. It will contain all the information about the purchase. Procurement documentation will be required only for closed competitive procedures;
you can change the notification of any purchase 1 business day before the deadline for submitting applications;
you can cancel any electronic purchase no later than 1 business day before the deadline for accepting applications. Now the deadline depends on the method.
Registration of acceptance
When executing a contract based on the results of electronic procedures, most closed electronic procedures, it is necessary to form and sign an acceptance document in electronic form. A list of information was determined for him.
If the notice is posted before January 1, 2022, the customer can issue the acceptance in the old way.
