The Ministry of Transport plans to change the standard terms of state contracts for the construction and repair of roads
The Agency proposed to settle the issue of" de-indexing " the contract price in the case when the contractor fulfills its obligations ahead of schedule. According to the authors, when putting an object into operation earlier than the deadline, it is necessary to exclude deflator indices from the contract price, which take into account the inflation of future periods.
The project specified the standard conditions: the customer will be able to accept and pay for the work performed ahead of schedule without changing the contract price. This is acceptable if there are funds from the reallocation of funding from later periods to earlier ones.
The public discussion of the project will end on July 7.
