From October 1, the requirements for the content of the protocols and the monthly report under Law No. 223-FZ will change
The Government has, among other things, changed the provision on the placement of procurement information in the EIS.
So, we have adjusted the general requirements for the content of the protocol. We have identified the reasons why competitive procurement is considered invalid. One of them must be specified in the protocol.
They also clarified the procedure for posting a monthly report on concluded contracts. So, customers will form it in the EIS in the form that the government approved. It has 4 sections: customer
information. It is formed automatically;
information about the number and total cost of contracts for the month. Among other things, each contract is detailed by the code of the case of its conclusion. There are 16 such codes in total. Some transactions are indicated in separate lines without detailing, for example, if information about them is not placed in the EIS;
data on purchases of Russian goods, including those delivered during the performance of work (provision of services). This section includes information about the quota products that the customer accepted in the reporting month;
information about the achievement by customers of the minimum share of purchases of domestic goods. The totals are displayed in the report for the last month.
The innovations will start working from October 1.
