Updated rules for maintaining the register of state contracts, the register of contracts, the procurement plan and other documents

The government has corrected some acts on public procurement and procurement under Law No. 223-FZ. The changes relate, among other things, to the rules for forming a purchase plan and schedule, the register of contracts and the register of contracts, and the report on purchases from SMPS. Let's talk about the main innovations.

New in public procurement.

Less information is sent to the register of state contracts for construction purchases
A customer who has held an open tender in accordance with part 68 of article 112 of Law N 44-FZ must no longer submit information about the country of origin of goods used in construction to the register of contracts. This rule applies from November 13.
You will have to specify some information differently in the report on purchases from the SMP
Small e-purchases will need to be included in the procurement report from the SMP when specifying the amount of funding for contracts with a single supplier. The innovation will take effect on April 1, 2021.
When planning purchases for capital construction, you will need to specify a separate code
When forming a schedule for capital construction and real estate objects, you will need to specify a special code in the KBK column. According to this code, the Treasury will control such purchases in accordance with parts 5 and 5.1 of article 99 of the Law N 44-FZ. The change will take effect on July 1, 2021.

New in purchases under the Law N 223-FZ

The purchase plan will need to reflect the quantity of goods delivered during the performance of work or services, and the unit of measurement. When purchasing construction works, this will apply to the goods that the customer accepts for accounting. This rule will apply from January 1, 2021.
More information will have to be sent to the contract register
Clarified when to send information about the performance of the contract. This must be done within 10 days, including from the date of acceptance and (or) payment of the contract.
In addition to other information, you will need to send information about the price of a unit of goods, work, or service to the contract register.
When purchasing construction works, the register of contracts will need to transmit information about the goods that the customer accepts for accounting.
These innovations will take effect on January 1, 2021
