The government has identified when procurement from a single supplier to be agreed

The Cabinet established the situations in which the customer should apply to the Antimonopoly service to coordinate the contract with the only supplier on the results of failed purchases. In addition, a number of regulations have been amended. Thus, the right of state customers to Supplement the product description from KTRU when purchasing radio-electronic products was restricted.
It is necessary to approve the conclusion of a contract with a single supplier with the control body if the purchase did not take place (paragraph 1 of the resolution):
for Federal purposes in the amount of 500 million rubles;
the needs of the subject of Federation or municipality for the sum more than 250 million rubles;
for any needs in excess of 1 thousand RUB. in the form of a request for proposals (if there are no bids or reject all bids, and also in evasion of the winner from signing of the contract) or in closed form.
We will review the procedure for approving purchases in detail in the near future.
The government also made it more difficult to describe the object of procurement if the customer wants to purchase radio-electronic products that have access restrictions. In this case, the customer does not have the right to specify additional information and consumer properties of goods that are not provided for by the KTRU (paragraph 3 of the amendments approved by the resolution).
These innovations have been in effect since July 1.
